Walter Del Castillo Locatelli is an international development professional with over 20
years of experience across the public and private sectors. His expertise spans
private-sector development, blended finance, and entrepreneurship, with a strong
focus on fostering strategic partnerships, fundraising, and innovative program
design. He has structured and led large-scale development initiatives in Africa, Latin
America, the Middle East, and Central Asia, collaborating with governments,
multilateral institutions, and private-sector actors to drive economic growth and
sustainable development.
Walter has held senior roles in international organizations, including Sida, where he
managed Sweden’s regional trade and economic development portfolio in MENA,
and at Corporate Foundations, where he developed impact investment strategies
and startup accelerators and strengthened value chains in the natural resources
sector. He has also played a key role in structuring and negotiating regional
programs and investments with IFC in Africa. Additionally, Walter has extensive
experience in organizational restructuring and change management, supporting
complex organizations on behalf of bilateral donors and agencies in areas such as
antinarcotics, irregular migration, and agroforestry.
A dual Peruvian and Swedish national, Walter holds a bachelor’s degree in Business
and Finance, a master’s in Agricultural Science from the Swedish University of
Agricultural Sciences, and an executive education diploma in Social Finance from
Oxford University’s Saïd Business School. Fluent in Spanish, English, and Swedish,
he brings a multicultural perspective, an entrepreneurial mindset, and a strong
commitment to driving impact.
